Nebbia is an upcoming antagonist in the series In a Locked Room, only appearing Outside the Rooms. Unlike the rest of the Shaymin, and contrary to them, it never feels gratitude in the present time and seeks revenge on most life. It desires to pollute and destroy all environmental areas supported by nature, and would rather have a world of technology or of no life. It has already conquered few areas, notably the islands, and almost all Shaymin are feared by it. It is trying to eliminate all life on Earth, stopping anyone, possibly villains as well, from interfering, however it can team up with other villains on occasions.
Nebbia has two forms: Land Form (Pure Grass-type) and Sky Form (Grass-type and Flying-type), the latter form it has specific requirements in order to activate, not just a Gracidea like usual.
It will be roleplayed by Fairy27 and to be considered her main antagonist in the category Outside the Rooms (especially IaLR Stories), despite the fact it will be classified as an anti-hero (therefore Chaotic Neutral, and also has that alignment in some occasions) much later in Season 3.

- The name Nebbia is the Italian term of "mist", which is part of its natural powers.
- Out of all the stand-alone Pokemon owned by Fairy27, Nebbia is the only one which:
- Is actually named by something and not named after the species.
- Has a design change (more on recolor for its Land Form).
- Is an antagonist when first introduced.
